Article 18. War veterans may receive the one-time targeted assistance under Article 3 of this regulation from the Social Assistance Directorate for the production of 2 removable dentures for a period of two years, each worth 200 BGN.Article 19. (1) For the provision of dental care, war veterans shall submit to the Directorate of Social Assistance at their permanent address an application-declaration in the form provided in Annex No. 4. (2) The following shall be attached to the application-declaration: 1. the form "medical referral/request for:" in accordance with Annex No. 3/outpatient list; 2. a copy of a certificate for a war veteran; 3. an identity card/personal passport (for reference); 4. a copy of a notarized power of attorney in cases where the application is submitted on behalf of a person authorized by the war veteran. (3) The Director of the Directorate of Social Assistance or an official authorized by him shall issue an order in the form provided in Annex No. 5 within 14 days of submitting the application with the documents attached under para. 2, with the exception of those under item 3. (4) The order under para. 3 shall be notified in writing to the person who submitted the application within 3 days of its issuance. (5) In cases where an application with irregular or missing documents is accepted, the person shall be given a 14-day period to eliminate the irregularities. (6) Where the person fails to eliminate the irregularities within the period under para. 5, the Director of the Social Assistance Directorate or an official authorized by him shall terminate the proceedings in accordance with the Administrative Procedure Code (APC), of which the person shall be notified in writing within 3 days of the issuance of the order. (7) The orders under paras. 3 and 6 shall be subject to appeal in accordance with the APC within 14 days of their receipt.Article 20. At the request of the person under Article 19, paragraph 1, reflected in the application-declaration, the allocated funds may be transferred in cash or non-cash form.Article 21. The payment of the funds shall be made by the end of the month following the month of issuance of the order under Art. 19, para. 3.Article 22. Within two months of receiving the assistance under Article 18, war veterans shall submit to the Social Assistance Directorate at their permanent address documents justifying expenses (invoice(s) and receipt(s)), which shall be attached to the file.Article 23. (1) In case the required documents are not submitted within the period under Art. 22, an inspection shall be carried out by an official of the relevant Social Assistance Directorate. (2) The official under Para. 1 shall draw up a report of findings on the results of the inspection, which shall be submitted within three days to the Director of the Social Assistance Directorate. (3) In case of ascertained non-use of financial resources from the received one-time targeted assistance for the intended purpose, the Director of the Social Assistance Directorate shall issue a reasoned order for its recovery together with the legal interest. (4) The order under Para. 3 shall be subject to appeal under the procedure of the APC within 14 days of its receipt.Article 24. (1) In the event that within the time limit under Article 22, documents justifying expenses are submitted for dental assistance provided in an amount less than the one-time targeted assistance granted, the Director of the Social Assistance Directorate or an official authorized by him shall issue a reasoned order for reimbursement of the difference up to the full amount of the assistance granted together with the statutory interest.
